U.S. and Ukraine Target Massive ‘Dark Fleet’ of Rogue Oil Tankers Evading Sanctions

WASHINGTON, D.C. — A sprawling network of approximately 1,000 oil tankers, known as the “dark fleet,” has emerged as a focal point for coordinated U.S. and Ukrainian efforts to crack down on illicit oil shipments that undermine international sanctions. According to Michelle Wiese Bockmann, a senior maritime intelligence analyst, this rogue fleet transports sanctioned crude oil from Iran, Venezuela, and Russia, fueling conflict and authoritarian regimes while posing significant environmental hazards.

“These vessels are a lifeline for these regimes, because they’re used for shipping oil to fund the war in Ukraine, and also give money to the illicit Maduro regime,” Bockmann told Fox News Digital. The fleet’s operations have become a pressing concern for Washington, which has recently intensified seizures and interdictions, including the capture of the Venezuelan tanker Skipper in the Caribbean.

Ukraine has joined the effort by targeting vessels in the Black Sea, where naval drone strikes have disabled several tankers, including the Dashan, part of Russia’s shadow fleet that facilitates Moscow’s circumvention of sanctions. This marks a new phase in what analysts describe as “gray-zone aggression,” where hostile actors operate below the threshold of open conflict but inflict strategic harm.

Bockmann warned that the aging and poorly maintained tankers pose a looming environmental catastrophe, with risks of billion-dollar oil spills. Many vessels in the dark fleet fly false flags, rendering them stateless and uninsured, which endangers crews and complicates maritime governance. “About 350 to 400 vessels at any one time are not only sanctioned but falsely flying flags, which is dangerous,” she said.

The U.S. Department of Homeland Security has emphasized the importance of disrupting these illicit maritime networks to uphold sanctions and protect global energy markets. According to DHS guidelines, coordinated maritime domain awareness and interdiction operations are critical to countering these threats.

Efforts to dismantle the dark fleet align with broader U.S. sanctions enforcement policies overseen by the Office of Foreign Assets Control (OFAC), which targets entities and vessels facilitating the transport of sanctioned oil. The Treasury Department has highlighted the strategic importance of cutting off revenue streams that fund destabilizing actions, particularly in the context of Russia’s invasion of Ukraine and Iran’s support for Venezuela’s Maduro regime.

Environmental groups and maritime safety advocates have also raised alarms about the fleet’s aging vessels, warning that a major spill could have catastrophic consequences for marine ecosystems and coastal communities. The Environmental Protection Agency continues to monitor risks associated with maritime oil transport and works with international partners to enhance safety standards.

As the U.S. and Ukraine intensify their crackdown, the dark fleet’s operators face increasing pressure from interdictions, drone strikes, and legal sanctions. This emerging strategy aims to disrupt the shadowy oil trade that sustains conflict and authoritarianism while mitigating the risk of environmental disaster in some of the world’s most sensitive waterways.
