New Federal Tax Credit Scholarship Program Set to Expand Educational Freedom in 2027

WASHINGTON, D.C. — Beginning January 1, 2027, a landmark federal tax credit scholarship program will allow every American taxpayer to contribute up to $1,700 to nonprofit Scholarship Granting Organizations (SGOs), marking a significant expansion in educational choice and freedom. This initiative, hailed as the signature education policy of the current administration and Congress, empowers families with new options beyond traditional public schooling.

The program enables taxpayers to either pay $1,700 in federal taxes as usual or donate that amount to an SGO, which must allocate at least 90% of the funds to students from families earning no more than 300% of the area median income. These scholarships can be used for a wide array of educational purposes, including private school tuition, tutoring, supplemental classes, and specialized programs ranging from character development to astronomy.

William J. Bennett, former U.S. Secretary of Education, and Christopher Mohrman emphasized the transformative potential of this policy in a recent op-ed, noting that it will provide “over 1,000 ways to boost educational freedom.” They explained that the program is designed to be cost-neutral for taxpayers, as the $1,700 donation qualifies for a dollar-for-dollar federal tax credit.

However, the program’s implementation depends on state-level participation. Governors must “opt in” for SGOs to operate within their states, a provision that has initially met with mixed reactions. Despite some early resistance, experts predict that most governors will eventually embrace the program, recognizing its ability to generate hundreds of millions of dollars in new educational funding without burdening state budgets.

Educational advocates highlight that the program’s flexibility addresses diverse student needs, offering families tailored learning opportunities that traditional public systems may not provide. This aligns with broader trends in education policy promoting parental choice and innovation.

As the program prepares for rollout, federal and state agencies, along with nonprofit organizations, are tasked with building the necessary infrastructure to administer scholarships effectively. The U.S. Department of Education will oversee compliance and ensure transparency, while states coordinate with SGOs to maximize participation.
