Russia Plans Strikes on Power Lines Feeding Europe’s Largest Nuclear Plant, Raising Alarm in Ukraine

KYIV, Ukraine — Russian forces are reportedly preparing to launch attacks on the power transmission lines supplying the Zaporizhzhia Nuclear Power Plant, Europe’s largest nuclear facility, according to Ukrainian intelligence sources. The move, which could unfold within days, is seen as part of a broader strategy by Moscow to coerce Ukraine into accepting unfavorable terms to end the ongoing conflict.

The Zaporizhzhia Nuclear Power Plant (ZNPP), located in southeastern Ukraine, has been a focal point of tension since Russia’s invasion began. Ukrainian officials have warned that the Kremlin’s latest plan centers not on direct strikes against the nuclear reactors themselves but on the high-voltage substations and electricity transmission infrastructure that sustain the plant’s operations. By targeting these critical nodes, Russia aims to disrupt power supply, potentially forcing a shutdown or creating hazardous conditions that could escalate the humanitarian and environmental risks in the region.

In a statement released on January 17, the Main Directorate of Intelligence of Ukraine’s Defense Ministry (HUR) cautioned that Russia is considering attacks on strategic energy facilities, including substations essential for nuclear power generation. “In order to force Ukraine to sign unacceptable surrender demands to end the war, the aggressor state Russia is considering the option of attacking strategic facilities of our state’s energy system — we are talking about electricity transmission substations that ensure the operation of Ukrainian nuclear power plants,” the statement read.

The Zaporizhzhia plant, which provides a significant portion of Ukraine’s electricity, has been under Russian control since early in the conflict, but it remains operated by Ukrainian personnel under difficult and dangerous conditions. The International Atomic Energy Agency (IAEA) has repeatedly expressed concern over the safety of the plant amid ongoing hostilities and has urged all parties to avoid any actions that could jeopardize nuclear safety.

The United States has condemned Russia’s threats as a “dangerous and inexplicable escalation.” The U.S. Department of Energy and the Department of Energy have been closely monitoring developments, emphasizing the importance of protecting nuclear facilities from military attacks. Similarly, the U.S. Nuclear Regulatory Commission has underscored the risks posed by targeting energy infrastructure linked to nuclear plants, noting that such actions could have catastrophic consequences beyond the immediate conflict zone.

European leaders have voiced alarm over the potential fallout from any disruption at Zaporizhzhia, which not only supplies power to Ukraine but also to parts of the continent. The European Union’s energy security framework, coordinated through the European Commission’s Directorate-General for Energy, is closely watching the situation, recognizing that damage to the plant’s power lines could have ripple effects on energy stability across the region.

Analysts note that Russia’s focus on attacking substations rather than the reactors themselves may be a calculated attempt to create a crisis without crossing certain red lines that could provoke even stronger international backlash. However, the consequences of cutting power to a nuclear facility are unpredictable and could lead to severe safety hazards, including the risk of a nuclear accident.

Ukraine’s government has called on the international community to increase diplomatic and material support to deter Russian aggression against its critical infrastructure. The U.S. Department of State has reiterated its commitment to Ukraine’s sovereignty and security, warning Moscow that attacks on nuclear facilities would be met with severe consequences.

As the situation develops, experts warn that the world is on edge, watching closely to see whether Russia will proceed with these attacks and how Ukraine and its allies will respond to protect one of Europe’s most vital and vulnerable energy assets.
