Marco Rubio Reports Significant Progress in Ukraine Peace Talks After Geneva Meeting
GENEVA, Switzerland — November 24, 2025 — U.S. Secretary of State Marco Rubio said Sunday that discussions aimed at ending the war in Ukraine have entered a productive phase, with negotiators making substantial progress on a comprehensive peace plan. Following a round of talks with a Ukrainian delegation in Geneva, Rubio told reporters that the parties had a “very good day” and had advanced the peace process since their last update.
Rubio explained that the talks began nearly three weeks ago with a foundational document that was shared and reviewed by both sides, incorporating their input. The current focus has been on refining a 28-point framework that outlines potential conditions for a ceasefire and a long-term political settlement between Ukraine and Russia.
“Over the last 96 hours or more, there’s been extensive engagement with the Ukrainian side,” Rubio said, noting that U.S. officials, including the Secretary of the Army, have been on the ground in Kyiv meeting with stakeholders across Ukraine’s political and military leadership. These efforts have aimed to narrow the open issues within the framework.
“We arrived here today with one goal: to take what – it’s 28 points or 26 points, depending on which version, as it continued to evolve and try to narrow the ones that were open items. And we have achieved that today in a very substantial way,” Rubio added.
The 28-point plan, drafted by the U.S., covers a range of topics including security guarantees, territorial control, reconstruction mechanisms, and Ukraine’s long-term relationship with NATO and the European Union. The document has undergone several iterations as negotiators work to resolve remaining disputes and weigh possible concessions.
