Putin Vows to Achieve Russia’s Ukraine War Goals Through Diplomacy or Force
MOSCOW — Russian President Vladimir Putin reaffirmed on Wednesday that Russia’s objectives in Ukraine remain unchanged and will be fulfilled either through diplomatic negotiations or continued military action. Speaking at the annual Defense Ministry board meeting, Putin emphasized Moscow’s preference for resolving the conflict through dialogue but warned that military force remains an option if talks fail.
“The goals of the special military operation will undoubtedly be achieved,” Putin declared, using the Kremlin’s term for its 2022 full-scale invasion of Ukraine. “We would prefer to accomplish this and address the root causes of the conflict through diplomatic means. However, if the opposing side and its foreign patrons refuse to engage in substantive dialogue, Russia will achieve the liberation of its historical lands by military means,” he said, according to the official transcript released by the Russian government.
Putin’s remarks come as diplomatic efforts continue amid the war’s fourth year. U.S. envoys are actively engaged in talks with both Moscow and Kyiv, seeking pathways to peace. The Russian leader’s comments followed warnings from NATO Secretary General Mark Rutte, who recently cautioned that Russia could pose a military threat to the alliance within five years, urging member states to increase defense spending and production.
During the meeting, Putin sharply criticized European leaders, referring to them as “piglets” in a translated video posted by Russian presidential envoy Kirill Dmitriev. He accused European governments of fomenting hysteria about Moscow’s intentions and supporting Washington’s attempts to weaken and divide Russia.
“They were hoping to profit from the collapse of our country. To get back something that was lost in previous historical periods and try to take revenge,” Putin said. “As it has now become obvious to everyone, all these attempts and all these destructive plans towards Russia completely failed.”
The Russian president also highlighted advances made by the Russian military and technological sectors, underscoring Moscow’s confidence in both its battlefield progress and strategic capabilities. The speech comes amid ongoing tensions and military confrontations in Ukraine, with both sides suffering significant casualties.
Meanwhile, the United States continues to apply economic and military pressure on Russia, aiming to compel a negotiated settlement. Former U.S. Ambassador to NATO Kurt Volker recently discussed these efforts, emphasizing the need for sustained diplomatic engagement combined with strategic sanctions and support for Ukraine’s defense.

As the conflict persists, the international community watches closely, balancing hopes for a diplomatic resolution against the reality of continued hostilities. Putin’s dual emphasis on diplomacy and military force signals Moscow’s determination to achieve its objectives by any means necessary, underscoring the fragile and volatile nature of the situation in Eastern Europe.
