U.S. Leads High-Level Talks on Gaza Ceasefire Phase 2, Emphasizing Unified Authority and Regional Stability

21 December 2025 World

MIAMI, Fla. — As momentum builds toward a lasting peace in Gaza, U.S. special envoy Steve Witkoff announced that preparations for the second phase of the Gaza ceasefire are actively underway. The recent high-level discussions, held in Miami and involving representatives from Egypt, Qatar, and Turkey, centered on establishing a unified governing authority in Gaza and integrating regional cooperation measures to foster long-term stability.

Witkoff detailed on social media that the talks emphasized “enabling a governing body in Gaza under a unified Gazan authority to protect civilians and maintain public order.” This marks a critical step in transitioning from the initial ceasefire phase, which saw a partial withdrawal of Israeli forces, a reduction in hostilities, and the delivery of humanitarian aid to the Gaza Strip.

Further discussions addressed the importance of regional integration, including trade facilitation, infrastructure development, and cooperation on vital resources such as energy and water. These initiatives are viewed as essential components for Gaza’s recovery and the broader stability of the region. The U.S.-led coalition underscored the necessity of sequencing, coordination, and effective monitoring in partnership with local Gazan institutions and international stakeholders.

The first phase of the ceasefire, which began after intense conflict in 2025, also resulted in the release of all living hostages and most deceased hostages held by Hamas. However, one hostage, Israeli police officer Ran Gvili, remains in captivity. The ongoing negotiations aim to build on this progress to ensure a sustainable peace.

Prior to the Miami meeting, a similar gathering took place in Cairo, bringing together Turkey and Egypt’s intelligence chiefs along with Qatar’s prime minister. According to a Turkish source cited by Reuters, participants agreed to strengthen coordination with the Civil Military Coordination Center to remove obstacles and maintain the ceasefire, while also addressing alleged ceasefire violations.

The second phase includes plans for deploying an international stabilization force and creating an international governing body for Gaza, alongside the disarmament of Hamas. Israeli forces are expected to withdraw further from the so-called “yellow line” to facilitate the transition to international oversight, according to reports from The Times of Israel.

These diplomatic efforts align with the broader goals of the U.S. Department of State to promote peace and security in the Middle East. The involvement of Egypt, Qatar, and Turkey reflects a regional commitment to resolving the conflict through dialogue and cooperation.

As the world watches, the phased approach to the Gaza ceasefire highlights the complexity of balancing humanitarian needs, security concerns, and political realities. The U.S. continues to play a pivotal role in facilitating these negotiations, aiming to ensure that the ceasefire leads to lasting peace and prosperity for the people of Gaza and the surrounding region.

With the groundwork laid for Phase 2, the international community remains cautiously optimistic that these talks will pave the way for a durable resolution to one of the most protracted conflicts in the Middle East.
