China’s Intellectual Property Theft Campaign Threatens U.S. National Security and Technological Edge
WASHINGTON, D.C. — China’s expansive and systematic campaign to steal American intellectual property poses a profound threat to the United States’ national security and technological leadership, experts and officials warn. Since Xi Jinping assumed power in 2012, the Chinese Communist Party (CCP) has accelerated efforts to appropriate U.S. commercial and technological innovations, undermining decades of American dominance in critical emerging technologies.
Once the uncontested leader in innovation, the U.S. now faces a multifaceted challenge from China’s orchestrated economic warfare. This campaign includes cyber-espionage, forced technology transfers, and leveraging joint ventures to acquire sensitive data and intellectual property. High-profile indictments of Chinese nationals for cyber-attacks against American companies have highlighted the ongoing threat, while the expansion of China’s Ministry of State Security (MSS) — the nation’s intelligence and security apparatus — underscores the scale of the operation.
Emerging technologies such as artificial intelligence (AI), quantum computing, and hypersonic weapons are at the forefront of this competition. The National Security Commission on Artificial Intelligence warned as early as 2021 that China possesses the ambition and resources to surpass the U.S. in AI leadership within a decade, emphasizing the urgency of a unified American response. The CCP’s approach is comprehensive, involving the entire society and government apparatus, as mandated by China’s 2017 National Intelligence Law, which compels all Chinese entities to assist state intelligence efforts.
China’s rapid economic and military ascent since joining the World Trade Organization in 2001 has been unprecedented in history. Originally intended to integrate China into the global economic system, its WTO membership has instead been exploited to advance national interests at the expense of international norms. This has facilitated the CCP’s strategy to acquire American technological “crown jewels” through both overt and covert means.
U.S. officials acknowledge that American investments and insufficient controls have, in some cases, inadvertently enabled this intellectual property theft. The consequences ripple across national security, economic competitiveness, and technological innovation. As the U.S. remains engaged in complex global conflicts, China’s “whole-of-society” strategy for national rejuvenation continues to gain momentum.
In response, government agencies such as the Federal Bureau of Investigation’s Counterintelligence Division and the Department of Homeland Security’s efforts to counter Chinese malign influence have intensified investigations and policy measures. Experts call for a united front across government, industry, and academia to safeguard America’s technological edge and national security interests.
“The threat posed by China’s intellectual property theft is not just an economic issue — it is a direct challenge to our national security and global leadership,” said a senior official familiar with the matter. “A comprehensive, coordinated response is imperative to protect our innovation ecosystem and maintain our strategic advantage.”
As the technological race intensifies, the United States faces a critical juncture. Strengthening export controls, enhancing cybersecurity defenses, and fostering resilient innovation pipelines will be essential components of a robust strategy to counter China’s economic warfare and preserve American leadership in the 21st century.
