UK and France Forge New Security Pact for Ukraine with U.S.-Led Ceasefire Enforcement
PARIS, France — In a significant diplomatic development aimed at stabilizing Eastern Europe, the United Kingdom and France have signed a new security agreement for Ukraine, backed by the United States and allied partners. The pact, formalized Tuesday in Paris by the so-called Coalition of the Willing, outlines a framework for lasting peace between Ukraine and Russia, grounded in international law and the principles of the United Nations Charter.
The agreement comes as a response to Russia’s full-scale invasion of Ukraine in 2022, which has since escalated into Europe’s largest conflict since World War II. Ukrainian President Volodymyr Zelenskyy, French President Emmanuel Macron, and U.K. Prime Minister Keir Starmer jointly unveiled the plan, emphasizing Ukraine’s sovereignty and right to self-defense as non-negotiable elements of any peace deal.
Under the new security guarantees, a European-led multinational force will be deployed in Ukraine once a ceasefire is established. This force, supported by the U.S., is designed to deter any renewed Russian aggression and assist in rebuilding Ukraine’s military capabilities. The coalition’s commitment extends beyond military presence, pledging ongoing diplomatic and economic support to Ukraine in the event of future armed attacks.
A centerpiece of the agreement is the establishment of a U.S.-led ceasefire monitoring and verification mechanism. This continuous operation will involve contributions from coalition partners and is tasked with overseeing compliance, attributing responsibility for breaches, and facilitating resolutions through a special commission. The U.S. role in this mechanism underscores Washington’s leadership in enforcing the ceasefire and maintaining stability in the region.
The multinational force and monitoring framework reflect a broader strategy to uphold Euro-Atlantic security and prevent the conflict from reigniting. Coalition members have also pledged long-term military support, including training, defense production cooperation, and intelligence sharing to strengthen Ukraine’s defense infrastructure.
These developments follow months of tense negotiations and diplomatic efforts, with the U.S. Ambassador to NATO, Matthew Whitaker, expressing optimism that officials are “on the cusp” of a breakthrough toward peace. The new pact aligns with the U.S. Department of State’s ongoing efforts to facilitate a durable resolution to the conflict and reinforces commitments made by NATO allies to support Ukraine’s sovereignty.
Russia has warned it may reject peace plans if they fail to uphold previous agreements, such as those discussed at the Alaska summit, signaling ongoing challenges ahead. Nevertheless, the Coalition of the Willing’s declaration signals a unified front among Western powers to support Ukraine’s territorial integrity and security.

This new security pact marks a pivotal moment in the ongoing efforts to bring stability to Ukraine and the broader region, underscoring the international community’s commitment to peace and security in the face of continued geopolitical tensions.
